Billups, the largest privately held outside technology and services (OOH) company, has acquired the assets of Outchart, a provider of full-stack software for the digital outdoor market. The acquisition follows Billups’ recent acquisitions of Ads on Top in 2022 and MacDonald Media in 2020. The company’s growing presence now spans 19 US and five European markets with over 120 employees.

Together, Billups and Outchart will work to deliver the vision of innovative, data-driven, and comprehensive technology solutions to third-party media advertisers, agencies, and media owners. At the time of the acquisition, Outchart was offering OOH digital media owners a cloud-based software solution created by various technology and OOH experts.
